Teen faces misdemeanor charge after causing disturbance

NORWAY — A teenager upset over the shooting death of a friend three years ago is charged with causing a disturbance at the home of the boy who fired the fatal shot. 



Carlos Colon, 17, of Wind Lake, is charged with disorderly conduct while using a dangerous weapon. The misdemeanor charge carries a potential penalty of $1,000 in fines and nine months in jail.

According to court records, Norway police were called to a fight at a home in the 21000 block of Olson Road about 5 p.m. Monday. When an officer arrived she spoke with a 16-year-old boy who said he was outside when four cars pulled into his driveway and numerous people got out.


He said his sister came out of the house and yelled for everyone to get off their property.

Some of the people began pulling crowbars out of the car, and shouted racial slurs at the teenager. His 42-year-old uncle who lives next door came over to help disperse the crowd.

After more yelling, the people left.


The officer spoke to two witnesses. The boy’s 19-year-old sister said this was not the first time her brother had been harassed by this group of people. She said she came outside because she saw Colon in the group. She said he and another 17-year-old boy had said they were going to hurt her brother before pulling crowbars from the trunk of their car.

She told police that one of them said he was going to shoot her brother “like (he) shot Robbie.” In 2005, the 16-year-old boy had accidentally shot and killed Robbie Rausch.

The officer later spoke to Colon. He said he went to the other boy’s home with the group intending to start a fight because it is Rausch’s birthday, and they all feel that Rausch was murdered.

Rausch was 13 when he was shot in November 2005, after he and a friend had been playing video games. The friend apparently took out his shotgun to show it to Rausch when it discharged. Rausch died at the scene, after being shot in the head. No one was charged in Rausch’s death.

No information was available about whether anyone else would face charges for the incident.
