RACINE - A man despondent over personal issues allegedly used an assault rifle to vent his frustration Wednesday night, according to Racine Police.

Joe C. Cobb, 35, of 508 12th St., was arrested after he fired more than 20 rounds out of an AK-47 into his apartment. He is charged with reckless endangerment of safety, and was being held in the Racine County Jail Thursday morning on a $12,500 bond.

Reports said Racine police dispatch received a transfer call from the Racine County sheriff's dispatch at 7:14 p.m. Wednesday, but the call was dropped. Dispatch called back the phone number that the emergency had originally been called in on and spoke to a man who said he "was depressed," and had just shot up his house.

Officers responded to 508 12th St., which is a multi-family house. They found Cobb sitting on the front porch, and ordered him into the street at gunpoint. Cobb was taken into custody, and asked if there was anyone else inside the house and if there were any firearms inside.

Cobb told police there was not. However, officers conducted a protective sweep of the entire house. In Cobb's upper apartment they found the assault rifle on the floor, empty casings and could smell that rounds had recently been fired.

Reports said because no one else was in the apartment, they locked the door and had an investigator obtain a search warrant for the property. At 9:20 p.m. police went back into Cobb's apartment and did a thorough search.

Officers found the Romanian-made version of the AK-47 and 22 spent casings. Reports said some of the rounds penetrated the interior walls of the apartment and also exterior walls that led to common areas in the building, such as the stairwell.

Cobb was arrested for first-degree reckless endangerment of safety. He was initially taken St. Mary's Medical Center for examination, and then transferred to the jail.
